Bob
Kaplan
has worked in the healthcare industry
for the past 25 years. Most recently, Bob served as the Group President
for Cove HealthCare,
responsible for overseeing the operations and development of Cove's
Hospitalist and Postacute business. Prior to Cove, Bob served
in a number of different capacities at Aetna Health Plans. As
the Vice President of Government Programs, he managed the Medicare Risk
Program for over 80,000 members, and while serving as the Vice
President of the CHAMPUS Division, Bob oversaw the five-year, $3.5
billion TRICARE program which provided services to 760,000
members. In addition, Bob also managed a $240 million medical
and mental health services program as the Vice President of Health
Services. Bob's other experiences include serving as the
Executive Vice President of Champion Health Plan and as the Executive

Doug Werner
has provided consulting services to national and regional health plan
and hospital companies, technology companies and actuarial and legal
firms since 1999. He has extensive management experience in the health
plan industry going back to 1973. Doug was a senior/regional
vice president with Health Net 1996-1999, and Aetna Health Plans
1987-1996. Doug initiated and led Aetna’s TriCare business,
as well as group benefits and managed care programs in its south and
west regions of the U.S.. Prior to Aetna, Doug served as President and
CEO of Western Health Plans, Inc. and held senior positions in the
health plan operations of CIGNA, National Medical Enterprises, INA
Health Plans and several early stage HMOs in California and Florida.
Doug was a Board Member of the California Association of Health Plans
from 1994-1996, and was the Chair of the Executive Committee of the
California Coalition for Childhood Immunization 1994-1997. For the past
eight years, Doug has taught (with Bob Kaplan) a management course in
healthcare organizations at UCSD School of Medicine. Email
